Prof. Tsibulsky graduated from the School of Automation and Computing, Tomsk Polytechnic institute majoring in measuring devices (1964), in 1959–1960 he was a locksmith apprentice at Factory No. 86 (Tomsk); in 1965–1973 he was a researcher at Tomsk Polytechnical Institute; in 1973–1988 he was senior lecturer, associate professor, dept. head, Tyumen Industrial Institute; since 1988 he as Vice Director for Research, since 1992 he has been Director, Institute for Northern Region Development, RAS Siberian Branch, since 2007 he has been Senior Researcher, Environmental Lab, Institute for Northern Region Development, RAS Siberian Branch.

Prof. Tsibulsky is an expert in strategic analysis of information stability theory.

Prof. Tsibulsky has developed regulations and methods for geocryologic research automation. He has supervised the development of 10 automated instruments to measure temperature, thermal physical properties, and other frost fissure parameters; heat flux, humidity, strain in permafrost.

For 10 years Prof. Tsibulsky was a supervisor of the environmental protection and socio-economic parts of the Yamal research program, RAO Gasprom. The program results are represented as a series of 10 monographs.

In the early 1990s he supervised the Three Market Concept, a program for Tyumen region’s social and economic development. On Prof. Tsibulsky’s initiative and under his editing the territories and cities development indicator guidelines have been translated and published (with a consent of the UN Commission on Sustainable Development, and the authors (Sustainable Development Indicators: Structure and Methodology (1999); Sustainable Development Indicators: Theory. Method. Applications. A Report Submitted to the Balaton Group for Consideration, International Risk Management Institute (2001); City Development Indicator Definition Methodology. Guidelines (2002)).

Since 2002 Prof. Tsibulsky supervised Tyumen social and economic development strategy subsequently used to make amendments to the city’s master plan. The work has resulted in publishing two books: Tyumen in the Beginning of the 20th Century (2002) and Tyumen: Sustainable Development Indicators (2004).

He holds 11 patents. He has authored over 90 papers including 9 monographs.
